Please read Chapter 3 in the textbook in addition to the Harkness and Donohue articles, which are posted under Course Documents.  Once you have read the material, answer the following questions in 2 double-spaced pages.  This assignment is due by 11:59PM on Thursday, February 2nd.

 

1. Define devolution.  How does it shape or change the relationship between the federal and state governments?

2. Harkness describes federalism during the Bush (W) and Obama administrations. How does he classify federalism (new, coercive, etc.) during each of the past two administrations? What might explain the different types of federalism observed in each administration? (The fiscal health of states, ideology, etc.)

3. Define “the commons” that Donohue refers to in the article. Explain the potential problems that occur when the nation is viewed as “the commons.”  Use at least two specific examples.

1. Describe 3 to 4 of the "big" issues predicted for the upcoming 2017 legislative session in Virginia.

2. Which issues (2 or 3) are an important part of Gov. McAuliffe's agenda?

3. Discuss 2 to 3 challenges that might make it difficult for Gov. McAuliffe to achieve his agenda.

After viewing the clip and reading the case brief, answer the following questions in 1-2 double-spaced pages.  This assignment is due April 6th at midnight.

  • What does the 5th Amendment say about eminent domain? Why was it included in the Constitution?      
  • Describe the three methods of “public use” for which the U.S. Government could take private property prior to the Kelo Supreme Court Decision.      
  • Explain how the Kelo Supreme Court decision altered the use of eminent domain by the U.S. government.      
  • Do you think it’s fair for the U.S. Government to have this power? Explain your position.
